Both the House and the Senate thought they had reached a compromise on the lottery scholarships, but it just fell through. The House Democrats were not comfortable with some of last-minute Senate additions. Sen. Jamie Woodson tells me it is like going to conference committee. Just a few minutes ago, Sen. Jim Kyle briefed the Democrats that it was looking like they might recess for the night in a little while and come back early tomorrow morning. That elicited quite a few groans from people. Kyle added though, that the lottery has to be passed before the budget can come up. It’s 7:00, and if they keep going, it’s going to be a long night.
