At this point, I don’t think even most of the members of the House of Representatives are completely sure of that. There’s a kind of parliamentary chaos going on in the House right now. There has been a motion to amend, a recess, a motion to adjourn and a motion to withdraw a motion to withdraw. Got that?
The bottom line to all of this is that right now is that SJR 127 is currently being debated in a procedural type of way. Majority Leader Gary Odom (D-Nashville) suspended the rules and brought a resolution out of order to deal with next week’s schedule. Rep. Bill Dunn (R-Knoxville) brought up an amendment to tack on SJR 127 (the proposed constitutional amendment to state that abortion is not protected by law). Speaker Jimmy Naifeh immediately ruled him out of order, which was objected to. Naifeh was overruled, and Rep. Odom called for a recess. Since then, one side is trying to get a majority vote on SJR 127 the other side is trying to kill it.
